Dubai Municipality will exempt shopping centers and small units in the emirate from decoration licenses and also launched Smart Self-License services for big units. In this regard, Dawood Al Hajiri, Director General of Dubai Municipality has issued a decree on the development and improvement of the procedures for licensing decoration works.

The move is in response to the directives of His Highness Sheikh Mohammed Bin Rashid Al Maktoum, Vice President and Prime Minister of UAE and Ruler of Dubai, to facilitate business in the emirate of Dubai.

It is also part of Dubai Municipality’s efforts to develop the procedures followed in organizing construction work according to the best international standards making the customers happy and enhancing the ideal environment for business in the emirate as well as raising the economic growth rates and identifying available investment opportunities.

“Dubai Municipality has been keen to streamline and simplify its procedures in line with the Government of Dubai’s approach on developing government services and achieving a high quality of life for UAE nationals and residents, in accordance with the Dubai 2021 Plan in general and the Municipality’s strategy in particular,” said Al Hajiri.

He added: “Shops of any size in the commercial centers and the building units outside the commercial centers of no more than 100 square meters will be allowed to design and execute the decoration works without obtaining a license from the Municipality’s Building Permits Department, whether for commercial, office or investment use. However, it should be compliant with the requirements of the Civil Defence, and should be an independent rental unit. The decoration work should be done through a contractor approved by Dubai Municipality and should abide by the specifications, requirements and provisions of the building and planning legislation in force in the Municipality. The decoration work should be within the limits of construction units which are approved according to the licensed plans of the building. It should not include any building area that is added, cancelled, included or separated. The tenant should obtain the approval of the owner of the property to get permission to do the decoration work.”

“In the case of building units with a total area of more than 100 square meters, it is permissible to get license for the decoration works carried out within the building units directly from the “Dubai Building Permits System” without the intervention of the Municipality engineers, in accordance with the requirements of applying in the system by a contractor or engineer approved by the Municipality through the service of “Self-Licensing of Decoration.” It should comply with the specifications, requirements and provisions of the building and planning legislation in force, and the decoration works should be within the limits of the approved building units, and does not include any building area added or cancelled or completed in the systems and got the certificate automatically,” said Al Hajiri.
